On 10/2 a mass gathering occurred at Laurelhurst Park and later continued to the Penumbra Kelly building.

Please provide the incident commander report and any other related reports from this event. This will presumably include evaluations of force for targeted arrests and similar decisions.

As noted by PPB's news release (link below) and media, PPB used a loudspeaker or LRAD to warn the gathering while still at Laurelhurst Park. This is a remarkable change, provide the report from the officer or IC related to this decision if not in the initial request.
