"On 9/3 a protest occurred at Laurelhurst Park and the Kelly Building. A section of the PPB news release states ""As the group marched in the street, several group members were seen wearing helmets, gas masks, and carrying shields. Support vehicles also traveled with the group as they moved towards the Kelly Building. As the group arrived at the Kelly Building, East Burnside Street was blocked in both directions and group members stood in the street."" https://www.portlandoregon.gov/police/news/read.cfm?id=261166 The press release mentions ""The support vehicles' main purpose were to block traffic"" and states ""several of the vehicles were cited and one was towed."" Social media indicates two vehicles were towed, and one of them had multiple tires slashed by the Portland Police. Please share this incident commander report, use of force reports, and any other reports filed related to this protest. Notably, Jami Resch stated on 9/30 that the decision to slash tires is generally made to intervene in a pursuit, prevent a vehicle from being used as an active weapon, or related to a specific threat. As this vehicle was parked (to block traffic), presumably this is noted, as well as how warnings were given. There is an immense public interest in police accountability, crowd control, and use of force, this request is extremely urgent. Please expedite it in every way possible. Given the public interest and civilian oversight currently under way on this, I expect a waiver to be granted. Please do not ask me to fill out a waiver request. Please let me know immediately if my request is denied so I can appeal. Please do not delay my request pending a deposit. If there is an estimated fee please let me know immediately as well."
