The mention of protective clothing and gear implies there was an active assessment that these pieces of gear were meaningful; further, a vague mention of ""posture.. suggested it would become violent"" appears to be based on some level of predictive policing. Officer evaluation of this unsignaled turn and decision to cite and search is notable.
