"On 9/28 a protest occurred at and near Kenton Park. The press report states ""officers observed participants carrying shields, wearing body armor and helmets. The posture of the gathering suggested that it would become violent."" An incident commander report was certainly written. The mention of protective clothing and gear implies there was an active assessment that these pieces of gear were meaningful; further, a vague mention of ""posture.. suggested it would become violent"" appears to be based on some level of predictive policing. I would assume this is all in the IC report. https://www.portlandoregon.gov/police/news/read.cfm?id=261231 Additionally, a level of decisionmaking appears to have occurred related to a vehicle that failed to signal a turn. Officer evaluation of this unsignaled turn and decision to cite and search is notable. Again, please share this incident commander report and related officer reports. There is an immense public interest in police accountability, crowd control, and use of force, this request is extremely urgent. Please expedite it in every way possible. Given the public interest and civilian oversight currently under way on this, I expect a waiver to be granted. Please do not ask me to fill out a waiver request. Please let me know immediately if my request is denied so I can appeal. Please do not delay my request pending a deposit. If there is an estimated fee please let me know immediately as well.
