On 8/28 a protest occurred outside the PPA (union) building. The press report states "Many in the gathering were wearing protective gear, including helmets, goggles or gas masks, all black clothing, and/or carrying shields." An incident commander report was certainly written. The mention of protective clothing and gear implies there was an active assessment that these pieces of gear were meaningful: https://www.portlandoregon.gov/police/news/read.cfm?id=261151 Please share this incident commander report. There is an immense public interest in police accountability, crowd control, and use of force, this request is extremely urgent. Please expedite it in every way possible. Given the public interest and civilian oversight currently under way on this, I expect a waiver to be granted. Please do not ask me to fill out a waiver request. Please let me know immediately if my request is denied so I can appeal. Please do not delay my request pending a deposit. If there is an estimated fee please let me know immediately as well.
