That’s a question a growing number of city leaders are grappling with as they ramp up responses to the Covid-19 crisis. That’s because the homeless are among the most vulnerable populations when it comes to infection. Many have underlying health conditions and live in close quarters where the virus can spread easily. As with many of cities’ most critical challenges, this one requires that leaders take quick and careful action. Here are some of the ways mayors are doing just that. ECONOMIC CHALLENGES * The San Jose, Calif., city council OKs Mayor Sam Liccardo's paid sick-leave plan for essential workers. * Las Cruces, N.M., Newark, N.J., and Saint Paul, Minn., commit multi-million funds to support small businesses and vulnerable residents. * From beer-by-bike to stripper food delivery, Portland, Ore., businesses are adapting on the fly to the Covid-19 crisis. * Lakewood, Ohio, introduces a rent payment reimbursement program to support small businesses. GOVERNMENT OPERATIONS * The mayor of Hamilton Township, N.J., proposes raising property taxes and cutting salaries for township workers in the face of the crisis. * Yorkville, Ill., extends emergency powers to its mayor. * Annapolis, Md., mayor self-isolates after possible exposure. CANCELLATIONS, CLOSINGS & SOCIAL DISTANCING * Arizona mayors slam the governor’s decision to keep golf courses open as essential businesses. * Royal Oaks, Mich., starts neighbor-to-neighbor program to ease the challenges of self-isolation. * Racine, Wis., modifies its bus service with social distancing in mind. * Ocean Shores, Wash., closes all hotels, RV parks, and other vacation rentals. * Los Angeles’ mayor says the city’s residents will be confined to their homes until May, at the earliest. “Be prepared for longer,” he added. VULNERABLE POPULATIONS * San Jose, Calif., will use 109 state-owned trailers to house homeless residents. * Despite opposition, New Haven, Conn., Mayor Justin Elicker’s plan to use a high school as a self-isolation site for homeless residents moves forward. * Warren, Mich., starts an emergency hotline for seniors in need of food. * Santa Maria, Calif., partners with a food bank to deliver meals to seniors. TESTING & MEDICAL * Baltimore Mayor Bernard C. “Jack” Young says the city will begin screening homeless residents for Covid-19 symptoms and provide transportation for those who need testing. * Detroit, Canon City, Colo., Brownsville, Texas, and Ponca City, Okla., expand access to testing by establishing drive-thru testing facilities.
