 following up on two items. On Tuesday you asked about:\n\n 1.  Pushing Cong
 ress for legislation preventing the administration from sending in Portland
 -style troops without consent of local officials. IGA Federal Affairs is tr
 acking current movement in congress and starting to engage other cities. We
  will provide more detail in a forthcoming memo. And for your review is a d
 raft letter for you to lead\, joined by other mayors\, calling congress for
  that legislation. Ideally we can move quickly\, as we expect related actio
 n on the House floor next week during consideration of several appropriatio
 ns bills.\n 2.  Hearing more about DHS' authorities. I consulted with Rep. 
 Quigley's office and DOL\, and I would recommend that we set something up w
 ith DOL and Wilmer Hale\, as they've been looking into this question as the
 y research potential legal actions should they be necessary. Further\, Step

 y the OIG\, and a referral from the U.S. Attorney in Oregon\, the DOJ Offic
 e of the Inspector General (OIG) has opened an investigation into use of fo
 rce allegations involving DOJ law enforcement personnel in Portland\, Orego
 n in July 2020. The DOJ OIG will coordinate our investigation with the Depa
 rtment of Homeland Security OIG.\n\nIn addition\, in response to requests f
 rom Members of Congress and members of the public\, the DOJ OIG is initiati
 ng a review to examine the DOJ's and its law enforcement components' roles 
 and responsibilities in responding to protest activity and civil unrest in 
 Washington\, DC\, and in Portland\, Oregon over the prior two months. The r
 eview will include examining the training and instruction that was provided
  to the DOJ law enforcement personnel\\; compliance with applicable identif
 ication requirements\, rules of engagement\, and legal authorities\\; and a
 dherence to DOJ policies regarding the use of less-lethal munitions\, chemi
 cal agents\, and other uses of force. With regard to events in Lafayette Sq
 uare on June 1\, 2020\, the DOJ OIG will coordinate our review with the Dep
 artment of Interior OIG\, which recently announced its review of those even
 ts. If circumstances warrant\, the OIG will consider including other issues
