What about August 7 from 9 - 10:00 a.m.? I'm not su re if this briefing will require the full hour\\; so\, please let me know i f this should be adjusted to 30 or 45-minutes.\n\nThank you!\n\nFrom: Alyss a Fisher >\nSent: Monday\, July 27\, 2020 6:27 PM\nTo: Taylor Lewis >\nCc: Kelsey N ulph >\\; Holtzblatt\, Ari >\\; Edward Edney >\nSubject: DHS briefing\n\nTaylor\,\nAs I ment ioned earlier\, Mayor Lightfoot requested an internal briefing regarding DH S authorities as it relates to sending federal agents. After consulting wit h our Law Department and Wilmer Hale\, who is doing related work on behalf of the City\, we ultimately recommend her meeting with Ali Mayorkas\, who i s a partner at Wilmer Hale and former DHS Deputy Secretary. I am cc'ding Ar i Holtzblatt\, who is a part of the Wilmer Hale team doing this work\, and can help land a time that works on their end.\nThanks\,\nAlyssa\n\nFrom: ML L\nSent: Thursday\, July 23\, 2020 10:41 PM\nTo: Alyssa Fisher >\nCc: Edward E dney >\\; Samantha Fields >\\; Manuel Perez >\\; Maurice Classen >\\; Daniel Lurie >\\; Susan Lee > \\; Kelsey Nulph >\nSubject: Re: federal legislation on troops\, and DHS authori ty\n\nYes\, let's set up a briefing and get me background on Vladeck. Than ks.\nMayor Lori E. Lightfoot\n\n________________________________\nFrom: Aly ssa Fisher >\nSent: Thursday\, July 23\, 2020 7:20:37 PM\nTo: MLL >\nCc: Edward Edney >\\; Samantha Fields >\\; Manuel Perez >\\; Maurice Classen >\\; Daniel Lurie >\\; Susan Lee >\\; Kelsey Nulph >\nSubje ct: federal legislation on troops\, and DHS authority\n\n\nMayor\,\n\nI am following up on two items. On Tuesday you asked about:\n\n 1. Pushing Cong ress for legislation preventing the administration from sending in Portland -style troops without consent of local officials. IGA Federal Affairs is tr acking current movement in congress and starting to engage other cities. We will provide more detail in a forthcoming memo. And for your review is a d raft letter for you to lead\, joined by other mayors\, calling congress for that legislation. Ideally we can move quickly\, as we expect related actio n on the House floor next week during consideration of several appropriatio ns bills.\n 2. Hearing more about DHS' authorities. I consulted with Rep. Quigley's office and DOL\, and I would recommend that we set something up w ith DOL and Wilmer Hale\, as they've been looking into this question as the y research potential legal actions should they be necessary. Further\, Step hen Vladeck at Texas has been mentioned several times to me as an expert\, and someone we could enga ge. Also note that these questions have been raised through congressional l etters and hearings. Should we set up a briefing?\n\n\n\nAlso related\, see bel ow announcement from DOJ IG today:\n\n\n\nhttps://oig.justice.gov/news/doj- oig-announces-initiation-work\n\nDOJ OIG Announces Initiation of Work\n\nDe partment of Justice (DOJ) Inspector General Michael E. Horowitz announced t oday that:\n\nIn response to Congressional requests\, complaints received b y the OIG\, and a referral from the U.S. Attorney in Oregon\, the DOJ Offic e of the Inspector General (OIG) has opened an investigation into use of fo rce allegations involving DOJ law enforcement personnel in Portland\, Orego n in July 2020. The DOJ OIG will coordinate our investigation with the Depa rtment of Homeland Security OIG.\n\nIn addition\, in response to requests f rom Members of Congress and members of the public\, the DOJ OIG is initiati ng a review to examine the DOJ's and its law enforcement components' roles and responsibilities in responding to protest activity and civil unrest in Washington\, DC\, and in Portland\, Oregon over the prior two months. The r eview will include examining the training and instruction that was provided to the DOJ law enforcement personnel\\; compliance with applicable identif ication requirements\, rules of engagement\, and legal authorities\\; and a dherence to DOJ policies regarding the use of less-lethal munitions\, chemi cal agents\, and other uses of force. With regard to events in Lafayette Sq uare on June 1\, 2020\, the DOJ OIG will coordinate our review with the Dep artment of Interior OIG\, which recently announced its review of those even ts. If circumstances warrant\, the OIG will consider including other issues that may arise during the course of the review.\n\n\n\n___________________ _____________\nThis e-mail\, and any attachments thereto\, is intended only for use by the addressee(s) named herein and may contain legally privilege d and/or confidential information.
